Water droplets? Could have been from your ride...but could be entering elsewhere (i.e. the fuel tank). Check your compression and if that is correct, replace the plugs and go from there.
Anybody have experience with the Fuel indication reading empty (light flashing) on a full tank? I swapped displays with another 98 boat, no joy , so I know it's not the display. Any ideas?
Drain the fuel tank and refill with fresh gas, or add some isopropyl alcohol (known to let the water dissolve in the gas)

Exhaust blockage sound likely. However, siphon all gasoline out of the tank. Water in the gasoline can create all sorts of devilish problems.
